it’s called a “Ice cream Runbing with powdered peanut and coriander”, it’s a variant of traditional Taiwanese dish- Runbing/ or Lum’pia, which mostly has vegie and meat fillings. This sweet variant was originated from Yilan, a west coast region in Taiwan.
